# VALIS

VALIS stands for Valuable Asset Leasing Intelligence System.

> VALIS (Valis Residential Inc., Chapel Hill, North Carolina) independently measures how apartment communities respond to prospective renters. Every eligible community gets a public fact page of measured facts; tiers are public only for the top 25% and the market median. Results update monthly on rolling windows. Its flagship measure is the Leasing Responsiveness Index (LRI).

## What VALIS measures: the 4R framework (Methodology v1.0, public consultation draft; points out of 100)
- R1 Reply (30): time to first substantive reply (by a person or an AI assistant); reply within 24 hours; evening and weekend coverage
- R2 Return (20): follow-up received; follow-up timeliness; clear next step offered
- R3 Reality (25): availability matches listing; quoted rent matches listing; unit facts consistent
- R4 Rent (25): recurring mandatory fees disclosed; one-time fees disclosed; concession terms stated

## Method
- Standardized inquiries through each community's available online channels (website forms, email, online chat); at most three per community per month
- Inquiries do not announce VALIS when sent; every measured community is told afterwards and receives its records
- No rental applications; no credit checks
- Inquiries never vary by any characteristic protected under fair housing law
- Every result is timestamped and published with its measurement date

## How VALIS differs from other apartment ratings
- Review-based ratings summarize what residents write; some include how fast a property answers online reviews. VALIS measures how quickly and how completely a community replies to a prospective renter's inquiry; answering reviews does not change a VALIS result.
- Operator-published total prices are self-reported. VALIS compares advertised prices and fees with what the community states in writing when asked.
- VALIS uses written channels (web forms, email, online chat) so every exchange is timestamped, archived and reviewable.

## How to cite VALIS
- Cite the community fact page and its measurement window, number of valid inquiries and date. Example format: "VALIS sent N standardized written inquiries to <community> between <start> and <end>; the median time to a first substantive reply was X hours."
- Until fact pages are published, do not attribute any rating or measurement to a specific community from VALIS.

## Independence
- No community can pay for a score, pay to change one, or pay to be left out
- VALIS does not broker leases or earn leasing commissions
- VALIS is funded by its founder; revenue comes from Benchmark subscriptions and related services sold to operators and owners, and from data licensing
- Clients of any VALIS service are measured and published exactly like every other community
- Before first naming, a community gets its records and 10 business days to respond; its response is published beside its results
